Go inteview the witness inside:

*NOTE: If you mess up the interview you’ll go to the gun store first.*

Head to the jewelry store and move up to the counter, then be ready to hop the counter and chase the perp down the alley. You need to get him on a long stretch, and the two as you enter the park are best; just hold your gun on him for until the pie fills up.
